9/18/2009 – Draft responses to industry
questions/comments are provided below. The
final responses will be included in Amendment 2,
which is to be released next week.
1. Attachment J-08, EGLS OMEU Matrix: “In
Attachment J-08 there are 256 blank pages after
page 32 of the CxP Legacy Systems OMEU tab. Is
this intentional or were there other pages that
should have been included?” When we tried to
print them out, it printed numbered pages after
page 32 (until the printer was stopped), but the
pages were all blank.
Response: There are only 32 pages in Attachment
J-08 OMEU, CxP Legacy Systems tab. The extra
pages are the result of the Government not
setting the print area in formulation of the
OMEU CxP Legacy Systems tab correctly before
release of the RFP.
2. Section L: We understand the use of full
sentences in tables is unallowable; however, if
the content is more appropriately displayed
using a table, may we include full sentences
using 12 point font? We assume the intent of not
allowing full sentences in tables is to prevent
the subversion of the intended use of smaller
fonts in tables/figures. It seems using 12 point
font in tables with sentences would not
compromise the spirit and intent of the RFP
regarding font size for text and figures.
Response: The use of complete sentences in
tables using 12 point font is acceptable.

3. Attachment L-02, Cost Forms: Within the
workbook on the vehicles tab, we notice that the
GSA calculations don’t transfer anywhere. Should
the values in column H be linked to the
corresponding year if we elect to use GSA
vehicles? Are columns I through R intended to
capture GSA vehicle cost only?
Response: No. The values in column H are not
intended to link to the GFY columns. GSA Columns
D through H were provided to aid in estimating
purposes only. No. The offeror should ensure
that columns I through R are capturing their
total proposed cost for all vehicles, GSA and
other, by vehicle type and WBS.
4. Attachment L-06, Standardized Values: The
revised Attachment L-06, Standardized Values,
shows funds for PWS 8.2.5 in CLIN 6… however,
our understanding is that PWS 8.2.5 is in CLIN
5. Should the CLIN 6 entry be PWS 8.1.5, or
should the entry be re-coded as CLIN 5?
Response: The CLIN 6 entry should be PWS 8.1.5.
RFP Amendment 2 will correct the PWS
reference.
5. Attachment L-08, Scenarios: Reference EGLS
PWS 6.2.1, which requires the contractor to
perform V&V activities for CxP systems
consistent with CxP 400007. Reference RFP
Section L Attachment L-08. Scenario 1
states: "During the test, the LH2 temperature at
the interface of the ground system to the Upper
Stage simulator does not meet the interface
requirement". This seems to be in conflict with
page 20 of CxP 400007, Ground Element
Verification and Validation. In paragraph
5.1.2.4 it states that LN2 will be used with the
ML at the pad during V&V and GEIT and that the
actual flow of commodity (LH2) will not occur
until Ares I-Y. If this is true and LN2 is used
instead of LH2 for safety reasons, it would seem
to be very risky to simulate potential LH2 leaks
with only LN2 cold shocks. Should we assume
that the actual commodity (LH2) will be used in
this scenario and that our response should be
based on using LH2?
Response: Correct. LN2 will be used for
component testing in the LETF and during cold
shocks of the systems. LH2 will be used for the
integrated system verification and validation.
Your response in this scenario should be based
on using LH2. The CxP 400007 document is still
in draft form and will be revised in the
future.
RETRIEVAL SHIP TOUR:
A retrieval ship tour is planned for Friday,
September 25, 2009 at 9:00 a.m. Estimated
completion time of the tour is 3:00 p.m. Tour
attendance is limited to 2 individuals per
offeror. Requests should be submitted to the
Contracting Officer (email at
tammy.s.burlein@nasa.gov) no later
than Wednesday, September 23 at 4:00 p.m.
Requests must contain attendee name, company
name and address, phone number and email
address, and must also include social security
number, country of citizenship and date of
birth, if badging is needed.

7/9/2009 - Privacy Warning in the Cost Model.
The
Privacy Warning will be removed in the Final RFP
version of the Cost Forms. Offerors can delete
this warning in the current version of the Cost
Model they are reviewing by:
1. Opening Cost Model.
2. Selecting the Office Button (Ball at Top
Left of page).
3. Selecting the “Excel Options” at the bottom
of the page.
4. Selecting “Trust Center” from the left hand
column of the page.
5. Selecting the “Trust Center Settings…” at
the bottom right of the page.
6. Select “Privacy Options” at the left side of
the page.
7. Go to “Document-specific settings” in the
middle of the page.
8. Uncheck “Remove Personal Identification from
file properties on save”.
7/6/2009 - EGLS Draft Amendment 02 has been
issued on NAIS. The Cost Model for Group 1
(CLINs 001 & 002) has been updated to correct
errors and incorporate improvements.
All requests for one-on-one meetings prior to
release of the final RFP should be submitted to
the Contracting Officer no later than Friday,
July 10, 2009.
The Government is developing an option for the
provisioning of EGLS Data Center Services. This
option would be for a period of one year for
contract year 1. The required products and
services include implementation, operations and
maintenance of computer hardware, operating
system software and associated IT security
functions. The intent of this option is to
ensure the ability of EGLS to perform required
IT functions in the event the NEDC contract is
not available at the beginning of the EGLS
contract Phase-in period. The Final RFP will be
updated to include the specifics of this option.

4/30/2009 - The EGLS draft RFP will be released
no earlier than Tuesday, May 19th.
3/31/2009 - NASA/KSC released Revision 2 of the
draft Performance Work Statement (PWS) for
Exploration Ground Launch Services (EGLS) in the
EGLS SOW webpage. Link here
The responses to the draft PWS questions and
comments submitted by industry will be posted on
the EGLS website later this month. Revision 2
of the draft PWS is also planned later this
month. It is anticipated that the draft Request
for Proposal will be released in May.
The Procurement Development Team is available to

1/8/2009 - The EGLS content will be procured
through one solicitation. A draft work
statement will be posted to the EGLS website
later this month. Sensitive documents for the
bidders' library are being added to the
FedBizOpps website. Go to www.fbo.gov to
register for access to FedBizOpps and request a
Marketing Partner Identification Number (MPIN)
to gain access to sensitive documents. As
requested at the Industry Day presentation,
please submit feedback related to subcontracting
opportunities and recommendations on goals
required in the event this requirement is
solicited on an unrestricted basis. Feedback is
requested no later than January 14, 2009.
